10月3日，浙江省發(fā)布《浙江省關(guān)于建立健全高耗能行業(yè)階梯電價(jià)和單位產(chǎn)品超能耗限額標(biāo)準(zhǔn)懲罰性電價(jià)的實(shí)施意見（征求意見稿）》。意見明確了八大高耗能行業(yè)列入了階梯電價(jià)加價(jià)范圍，包括紡織、非金屬礦物制品業(yè)、金屬冶煉及壓延加工業(yè)、化學(xué)原料及化學(xué)制品制造業(yè)、石油煤炭及其他燃料加工、造紙和紙制品、化學(xué)纖維制造、電力熱力的生產(chǎn)和供應(yīng)業(yè)，浙江本次將“數(shù)據(jù)中心"作為階梯電價(jià)加價(jià)范疇。另外明確超限額電價(jià)檔次和執(zhí)行標(biāo)準(zhǔn)：

The opinion cleared that eight major energy-intensive industries are included in the range of tiered electricity price increases,including textile industry, non-metallic mineral products industry, metal smelting and rolling processing industry,chemical raw materials and chemical products manufacturing, petroleum, coal and other fuel processing, paper and paper products, chemical fiber manufacturing, electricity and heat production and supply industry.Zhejiang uses "data center" as the range of the price increasing of tiered electricity. In addition, the over-limit electricity price grades and implementation standards are cleared:

 

（一）階梯電價(jià)。用能企業(yè)超出年度基準(zhǔn)能耗的，超出基準(zhǔn)能耗的部分按等價(jià)值折算成電量，按照0~10%（含）、10%~20%（含）、20%以上三檔執(zhí)行階梯電價(jià)。階梯電價(jià)實(shí)行年度“即超即加"制度。對于企業(yè)連續(xù)兩年內(nèi)未整改或整改不到位的，加大階梯電價(jià)加價(jià)幅度。

(1)Tiered electricity price. For key energy-using enterprises that exceed the annual benchmark energy consumption, the portion exceeding the benchmark energy consumption is converted into electricity at the equivalent value,and the tiered electricity price is implemented according to the three levels of 0-10% (inclusive), 10%-20% (inclusive), and 20% or more . The tiered electricity price implements an annual "excess and increase". For companies that didn’t rectify or the rectification is not in place during past two years,the price increasing of the tiered electricity will be more than others.

（二）懲罰性電價(jià)。對于單位產(chǎn)品用能超過能耗限額標(biāo)準(zhǔn)的，企業(yè)綜合能耗按當(dāng)量值折算成用電量，按照超過限額能耗標(biāo)準(zhǔn)0~5%（含）、5%~10%（含）、10%以上三檔執(zhí)行懲罰性電價(jià)加價(jià)。懲罰性電價(jià)實(shí)行“超過限額標(biāo)準(zhǔn)全電量加價(jià)"制度。

(2)Punitive electricity price. If the energy consumption per unit product exceeds the energy consumption limit standard, the comprehensive energy consumption of the enterprise is converted into electricity consumption according to the equivalent value. Implement punitive electricity price markups in accordance with the three levels of excess energy consumption standards: 0~5% (inclusive), 5%~10% (inclusive), and more than 10%.And the punitive electricity price implements the system of "exceeding the limit standard for all electricity increase"

      如果該意見實(shí)施，對很多高能耗企業(yè)將是生死攸關(guān)的大事。意見所列的高能耗行業(yè)大部分都是毛利率非常低的，以金屬制品行業(yè)來分析，根據(jù)業(yè)內(nèi)12家上市公司年報(bào)披露，2020年度行業(yè)營業(yè)總收入均值為112.06億元，毛利率均值為18.67%，而這些企業(yè)成本很大一部分為用電成本，如果真的觸發(fā)加價(jià)機(jī)制，那么很多企業(yè)可能會虧損。
